  • Application to be a HSI Designated Clinic for Pre-Stallion Selection Veterinary Examination

  • This is an application form for veterinary clinics who wish to apply to be a HSI designated clinic where stallions can undergo the entire HSI veterinary examination prior to the stallion inspections.
    Before completing this application form, please read the conditions and Appendixes carefully and enclose all relevant additional documentation and samples. Closing date for receipt of applications is Thursday, July 10th 2025.

  • 2. HSI STALLION VETERINARY PROCESS

    The HSI Stallion Inspection Process which will be carried out in its entirety prior to the day of the stallion inspection includes:
    • Identification of stallions X-Rays (see Appendix 1)
    • Endoscope Five stage veterinary examination (see Appendix 1 & 2)
    • Blood samples
    • Movement examination
    • EVA, EIA, CEM and Fragile Foal Syndrome (FFS)
  • 3. Documentation Required

    Veterinary clinics will be required to submit the following documentation on each stallion examined:
    • 16 X-Rays digitally
    • The HSI Veterinary Report Forms contained in Appendix 1 & 3. These must be signed and stamped by the nominated veterinarian. Any evidence of the conditions outlined in Appendix 3 must be noted on the report forms.
    • Appropriate samples taken to test for prohibited substances
    • Appropriate samples to establish the stallions' EVA, EIA, CEM and FFS status where appropriate.
  • 4. Costings

  • Cost per stallion: All results must be communicated to HSI.
    All digital and written records and certificates of the examination of each stallion will be transmitted to HSI will be retained by HSI for research and inspection purposes.
    HSI reserves the right to publish the results of the veterinary examination of stallions where they deem appropriate.

  • 5. FACILITIES AND RELEVANT EXPERIENCE

    Please submit the following along with your application form:
  • Sample X-Rays reflecting the views outlined in Appendix 1 must be submitted for review to HSI.

    If you have submitted X-rays for Stallions in the last 5 years (2020 - 2025) then you do not need to submit any addtional images digitally.

     

  • 7. TERMS & CONDITIONS (Part 1)

    Veterinary clinics must be able to satisfy the following conditions:
    • Have the facilities/mobility to carry out all aspects of the veterinary examination.
    • Have the relevant expertise to carry out all aspects of the veterinary examination.
    • Have the capacity to accommodate the examination of between 10 and 40 stallions before the inspection veterinary deadline.
    • All examinations of stallions must be signed off by the nominated veterinary surgeon and all HSI veterinary report forms detailed in Section 3 must be submitted to HSI upon request.
    • The nominated veterinary surgeon must be available to discuss the results of each stallion with HSI and the HSI veterinary panel upon request.
  • 8. Terms & Conditions (Part 2)

  • In the event of my veterinary clinic becoming a Designated Clinic for pre-Stallion Selection Veterinary Examination, I understand that:

    • Horse Sport Ireland (HSI) approved Designated Veterinary Clinics primary duty and obligation is to carry out Veterinary Screening on behalf of the HSI managed studbooks.
    • HSI Designated Veterinary Clinics recognise that the primary obligation of the designated clinic is to uphold the high health standards required of breeding stallions within the studbook, rather than to serve the interests of the stallion owner.
    • HSI Designated Veterinary Clinics acknowledge that they must adhere at all times to the relevant studbook rules, veterinary procedures, and guidelines regarding unsuitable conditions during the stallion’s veterinary examination.
    • HSI Designated Veterinary Clinics will not ‘pass’ colts or stallion prospects who display any of the Unsuitable Conditions as laid out in Appendix 3.
    • The duration of HSI Designated Veterinary Clinic term will be from October 1st 2025, until December 31st 2028 with a review at the end of the first year.
    • HSI reserve the right to terminate any clinic from the position of approved Designated Veterinary Clinic at any time should any instance arise constituting malpractice or otherwise.

    Horse Sport Ireland reserve the right to request the re-examination of any stallion by the HSI designated vet that displays symptoms of lameness or any unsuitable conditions as described in Appendix 3, on the day of the studbook inspection.

    • Each clinic has nominated a clinic representative who will act as point of contact for HSI.
      Only the nominated clinic representative may carry out veterinary screenings on behalf of HSI. Failure to comply with this may lead to termination of the clinic as a HSI Designated Veterinary Clinic.
      1. The nominated clinician will provide HSI with all x-ray images taken under the veterinary screening.
      2. The nominated clinician is responsible for approving the quality or all images provided to HSI. Submission of repeated poor-quality may lead to termination of the clinic as a HSI Designated Veterinary Clinic.
    • All samples must be clearly labelled with the stallion’s identity and:
      1. Swabs for EVA, EIA and CEM sent to an ISO 17025 accredited laboratory for analysis.
      2. Hair samples for FFS sent to Weatherby’s Scientific for analysis.

     

    The Horse Sport Ireland Radiography Panel will approve the quality of the images for Studbook retention.

    If the images are of poor quality/the horse has not been prepared correctly/ view(s) are obscured, HSI will contact the clinic representative to request repeated views at no additional cost to the applicant.

  • 9. Responsibility to the Studbook

  • HSI-Approved Designatede Clinics must remain, at all times, in good standing with Horse Sport Ireland.
    Horse Sport Ireland reserves the right to remove Designated Clinics who failure to do so. 

  • 10. Appendices

  • Scoring Criteria:

    Clinics will be scored using the following criteria:

    • Quality of xrays (45%)
    • Vet Experience (20%)
    • Quality of facilities (10%)
    • Location (5%)
    • Capacity (5%)
    • Responsibility to Studbook (10%)
    • Digital capacity (5%)

  • By submitting this form, I declare that I wish to have the above named veterinary clinic considered to be a HSI designated clinic for the pre-stallion inspection veterinary examination.

    I agree to abide by the terms and conditions outlined in this form and I have read and understand the prescribed HSI stallion veterinary process.

    I declaring I have no current or potential conflict of interests as a HSI designated clinic.

    I confirm that the above-named clinic has all the facilities and the capacity to carry out the stallion examinations described in the form and Appendixes.

    I, the undersigned, certify that I have full power and authority to execute and file this application and the foregoing particulars are true and accurate in every respect.

    In the event of any particulars becoming inaccurate updated revised particulars will be furnished immediately in writing to Horse Sport Ireland ("HSI"):
